Overview

The Allegheny County Department of Public Works maintains 408 miles of roadway and invests an average of about $19 million each year to improve county roads. The department’s goal is to repave at least 20 miles of roadway annually – a milestone it has reached every year since 2014.

Repaving county roads makes them safer, smoother, and more visually appealing for drivers, cyclists, and pedestrians. It also saves taxpayer money over time by reducing the need for small repairs, such as pothole patching, and by extending the time between major road reconstruction projects.

2026 Paving Plans

Public Works plans to repave 18 roads in 15 municipalities – about 22 miles of roadway – as well as five roads and driveways in county parks this year. A tentative paving schedule is available on this page.

Please note that there is always a chance that we will be forced to delay work on a specific road listed on this page until next year due to weather, equipment malfunctions, or unexpected work needed elsewhere.

Roads selected for repaving are chosen based on staff inspections and reports submitted by the public. If you notice a county road that may need repaving next year, please share your observations through the Allegheny County Support Center.

Traffic Restrictions

Paving work requires moving lane closures, and traffic is controlled by flaggers. Drivers should expect delays at work zones.

With limited exceptions, paving work on county roads occurs between 6 am and 6 pm on weekdays.

Public Works understands that traffic delays are inconvenient and greatly appreciates your patience and understanding as this important work is completed.

Paving Process

Public Works paving projects are completed using a combination of in-house crews and construction contractors.

Repaving begins with milling, during which a machine removes the top layer of asphalt and loads the material into dump trucks. A sweeper then clears any remaining debris.

Crews next repair the road base, as needed, to prevent existing issues from affecting the new surface.

A tack coat – a thin, sticky layer that helps new asphalt adhere – is then applied.

A paving machine then places and spreads hot asphalt to a uniform thickness, completing one lane at a time. The county’s paver uses an advanced grade-and-slope control system to remove surface irregularities and create a smoother roadway.

Rollers follow to further compact the asphalt and level the surface, and a protective seal coat is applied to joints and drainage structures.

Finally, temporary pavement markings are painted on the roadway. Permanent reflective markings are installed a few weeks later.

    Thank you for reaching out!

    Fox Chapel Road will be paved once our in-house crew completes work on another road. Paving is expected to start sometime next week. The work will take 2-4 weeks, depending on several factors.

    We initially planned to start paving Fox Chapel Road on Tuesday. However, our in-house paving operation has been delayed by:

    • Last week’s severe weather requiring cleanup on both the other road we’re paving and Fox Chapel Road.
    • Our larger of our two paving machines broke down.
    • Asphalt was unavailable on Tuesday due to an electricity issue at our vendor’s facility.

     As of this morning, our paving operation is back up and running. We now just need to catch up.

    Last week’s severe weather damaged the base of milled Fox Chapel Road, which exacerbated its rough condition. We have since spent several days, including today, sweeping the road and patching the worst spots with hot asphalt.

    If debris or a hole in the base of the road caused you to have one or more flat tires, please feel free to submit a damage claim by calling 412-350-3754.

    We know this project has been a huge inconvenience – and more – to many in the community. We appreciate your patience and understanding as we work to get this necessary work completed as quickly as possible.

    Our milling contractor and in-house paving crew continuously move from road to road on a planned schedule from April through November. Many, if not most, county roads have at least one school along them, and school is not in session during only two of our eight paving months. So, we do not have the ability to avoid milling/paving work on roads with schools while school is in session.

    Also, because of materials, equipment, and financial reasons, milling/paving work must be done continuously and as quickly as possible between the hours of 6 a.m. and 6 p.m. on weekdays. There is a lot of coordination required. For example, our milling contractor has a complex schedule of projects to complete in a certain amount of time, the county has to work around when and where the region’s asphalt vendors are willing to deliver their asphalt, etc.

    Fox Chapel Road between Delafield Road and Foxhurst Drive was chosen for resurfacing this year because it is in poor condition, and our road engineers believe this work cannot wait.

    That being said, Fox Chapel Road is a particularly busy road and has several schools along it. For that reason, we had planned to mill/pave the road in late July or early August – prior to school to starting. However, our in-house crew fell about a week behind in July for a variety of reasons, and then we received the third-most rain in county history in August (paving can’t be done in wet conditions). That led to Fox Chapel Road being milled at the worst possible time – during the first week of school.

    We know that was a huge inconvenience for many parents and students, and for that, we truly apologize. We could have done better, and we are reviewing ways to improve our scheduling and processes going forward.

    Right now, Fox Chapel Road is milled, and it will be paved once our in-house crew completes work on another road. Paving will likely start either late this week or sometime next week. The work will take 2-4 weeks, depending on several factors.

    Hi, Joe,

    Thank you for reaching out!

    After receiving your message and in light of the further damage done to the base of the road as a result of last night’s severe weather, we sent crews out to take a look at the road today. We are currently using sweepers to remove the debris/sediment off the road and are patching some of the worst areas using asphalt – the same as we would if we were filling potholes.

    It is certainly possible severe rainstorms today and over the next week or so could further damage the base of the road. For that reason, we plan to continually inspect the road and patch the most problematic areas. That being said, milled roads are inherently going to be rough and bumpy, and we don’t want to waste time/money overly patching a road that is going to get paved shortly.

    We are working hard to complete work on another road as fast as possible so that can start paving Fox Chapel Road as soon as possible. We certainly appreciate your patience and understanding.

    Due to a number of factors, our paving schedule for Fox Chapel Road remains tentative at this point. If we had to guess, paving on the road will begin late next week or during the week of September 14-18. We will notify the affected municipalities, schools, emergency services, etc., in advance of our work.

    Paving on Fox Chapel Road likely will take 2-4 weeks, depending on weather, speed of crews, equipment reliability, etc.

    Due to a number of factors, our paving schedule is always fluid. So, we don’t yet know the exact dates when Grand Avenue between the Coraopolis Bridge and the Neville Island VFD station (at the intersection with Neville Road) will be paved this year. If we had to guess, it likely will be paved in late September or October.

    Thank you for reaching out!

    We do not yet know when our contractor, Folino Construction, plans to mill and pave Yost Boulevard between Ardmore Boulevard and Earl Street. Contractually, they have until mid-November to complete the work, but we anticipate that the work will be done sooner than that. Currently, they are doing drainage work on Yost Boulevard.

    Hi,Jameson. Thanks for reaching out! We do not plan to fully repave the county-owned portion of Babcock Boulevard this year. Its condition is rated as a 6 on a 1-10 scale, so there are other county roads that are a higher priority at this time. That being said, there are smaller problematic sections of Babcock Boulevard that we might repave this year. That will depend on how much time and funding we have available at the end of the construction season.

    Hi, Sharon. Thanks for reaching out! We do not have an exact start date set for Mt. Troy Road, and our overall paving schedule is tentative. However, at this point, we anticipate paving Mt. Troy Road between Ivory Avenue and Gardenview Drive in September or October.
