Emerging Themes Survey

The Emerging Themes survey reflects a summary of the themes that emerged from Phase I workshops with municipal representatives and stakeholder organizations. In order for Allegheny Forward to be an effective comprehensive plan that the county can implement, it's critical to focus on the issues that are most pressing and that fall under what a comprehensive plan can effectively address.

Please indicate how important (or unimportant) each of the identified themes are, so that the Allegheny Forward plan focuses on what really matters.

Themes of the Comprehensive Plan

Please provide feedback on how each of these themes factor into the development of the comprehensive plan.

Regional Leadership & Collaboration

Communities and partner agencies often look to the county for leadership. They also recognize powerful potential for the county to act as a convenor and catalyst, coordinating efforts and providing support to multiply the impact of what other entities are working to accomplish.
2.  

Infrastructure & Resilience

The hills and valleys of Allegheny County require reliable, responsive infrastructure maintenance, especially as storms become more frequent and severe. Addressing climate adaptation, stormwater management, and disaster preparedness will build more resilient systems that safeguard all communities.

Housing & Neighborhoods

Blight, rising costs, and limited affordable housing make it difficult for residents to find safe and healthy homes near jobs. Increasing access to opportunity will require increasing access to housing choice.
4.  

Parks & Recreation

The county has a strong park and recreation system. The county will need to make sure that public recreation facilities and programming are accessible to all and keep pace with changing trends and community needs.

Jobs & Economic Mobility

The rising cost of living, limited access to job training, and the challenges of securing childcare make it harder for many residents to get ahead. Stronger workforce development and support can narrow the gap between wages and expenses.

Equity & Quality of Life

Zip codes matter. Where someone lives still has a major effect on their health and opportunities. Not all residents have equal access to clean air and water, safe housing, healthy food, and other basic needs.
7.  

Population Change

Allegheny County’s population will change in size, age, and diversity by 2050. Shifts in demographics could create new pressures on housing, services, and the workforce, as well as new opportunities.
8.  

Transportation & Access

Reliable transit and safe, well-designed streets make a big difference for quality of life and the local economy, especially for people who aren’t driving. Improving transportation systems to work better for everyone will keep communities moving forward.
9.  

Culture

Recognize that culture extends beyond art by encompassing community identity and heritage. The county should consider providing support for cultural planning as a cross-cutting theme across strategies.
