Continuum of Care

The Allegheny County community has made important strides to improve the system of critical emergency and housing services that help the most vulnerable neighbors escape homelessness. Despite these efforts, the number of people experiencing homelessness continues to grow.

To meet the growing need, the Allegheny Department of Human Services (DHS) and the Homeless Advisory Board (HAB) have launched a nine-month process to develop an updated plan to address homelessness. The plan will build on what is working and look to people who rely on, provide, and fund critical homeless services to inform on the critical needs of homelessness services.

DHS and the HAB have engaged Focus Strategies, a consulting firm specializing in homelessness response system improvements, to lead the strategic planning process.


Community Input

Between February and October of 2025, there will be many opportunities to share experiences and recommendations on how to more quickly and equitably reduce homelessness in Allegheny County.
